UDI 2010-004 Entry visa for foreign nationals affiliated to diplomatic or consular missions
It follows from the Immigration Regulations Section 1-8 second paragraph that foreign nationals as mentioned in the first paragraph, can be granted a visa by the Ministry of Foreign Affairs (MFA) or a foreign service mission in accordance with more detailed guidelines issued by the UDI in consultation with the MFA.
This document provides guidelines on the processing of applications for entry visas (D visas) for foreign nationals affiliated to diplomatic or paid consular missions (representations) in Norway, cf. the Immigration Regulations Section 1-4 first paragraph (a), for employees in intergovernmental organisations or treaty bodies, cf. the provision’s first paragraph (b), for persons carrying out assignments for intergovernmental organisations or treaty bodies, cf. the provision’s first paragraph (c), and for foreign nationals who are a member of the support staff at a diplomatic or consular mission, or in the private service of a foreign national as mentioned in the provision’s first paragraph, cf. third paragraph.
In addition to the requirements laid down in the Immigration Regulations, premises are also set out in the Vienna Convention on Diplomatic Relations, in the host country agreements with intergovernmental organisations and treaty bodies, and in the MFA's own regulations for diplomats, 'Diplomat in Norway', which must be met in order for the foreign national to be accepted by the MFA.
Visa applications from foreign nationals as mentioned in the Immigration Regulations Section 1-4 first paragraph (a), (b) and (c) and third paragraph shall be decided by the foreign service missions. The same applies to the accompanying spouses or cohabitants and dependent children of diplomats etc., as mentioned in Section 1-4 first paragraph, cf. Section 1-5 first paragraph.
Applications for entry visas (D visas), cf. the Immigration Regulations Section 1-8, shall not be registered in the Søknadsportalen (Application Portal), but submitted by completing the form Søknad om Schengen visum (Application for a Schengen visa), which the foreign service mission enters in Norvis with attachments. The form is available on the UDI's website (external link). In such cases, the foreign service mission shall consult with the UDI via Norvis and the MFA's Section for Diplomatic Relations by email.
Applications under this provision have a consultation time in Norvis of 14 working days. The MFA shall be notified by email to the Section for Diplomatic Relations at the same time as the application is entered in Norvis. The consultation time is the same as for the UDI. The email shall be sent to the following address:
The email shall contain the following:

the name of the diplomatic or paid consular mission (representation), intergovernmental organisation or treaty body in Norway

the applicant's name
-
the applicant’s date of birth
-
the applicant’s nationality
-
the applicant’s job title
-
the applicant’s role/work duties
-
full name of the applicant’s predecessor in the position
-
the applicant’s expected period of service
-
the applicant’s expected date of arrival in Norway
-
the applicant’s type of passport (diplomatic, special or service passport, official passport or a passport issued by the police)
-
name of accompanying family members as defined in Section 1-5 first paragraph
-
accompanying family members’ date of birth
-
accompanying family members’ family relationship to the main applicant

accompanying family members’ type of passport
-
accompanying family members’ expected date of arrival in Norway
-
copy of a note verbale from the sending state's ministry of foreign affairs, or from the country’s local embassy

for service staff members and people in private service, cf. the Immigration Regulations Section 1-4 third paragraph, attach a copy of the MFA’s notice of prior approval, cf. ‘Diplomat in Norway’
If the MFA has not given any feedback within 14 working days, a D visa can be issued, provided that the foreign service mission has not heard from the UDI either by this deadline. In cases where the MFA does not recommend that the application is granted, a visa cannot be issued.
No fee will be charged for visas issued under the Immigration Regulations Section 1-8.
The visa is issued as an entry visa (D visa) with a 30 day duration and valid for one entry. The latest date of entry is set to six months after the decision is made.
