UNHCR Eligibility Guidelines for Assessing the International Protection Needs of Members of Religious Minorities from Pakistan

    UNHCR has provided new guidelines regarding internal flight alternatives (IFA) for religious minorities seeking international protection. For many religious minorities, IFA is considered not relevant due to blasphemy and anti-Ahmadi laws and risk of attacks by armed militant forces. For all applicants, IFA is considered not available in areas affected by sustained security and military counter-insurgency operations, and reasonableness must be assessed. In light of the long history of sectarian violence and militant activities, including reports of serious human rights violations committed by some members of religious minorities, exclusion considerations may arise.
